Mahatma Gandhi gave the concept of the 3 bad monkeys: Dont hear bad things, dont see bad things, dont speak bad things.
The first three are that. Now, the last is the punishment, incase u make the mistake... and that is "Haath upar, aur GMD" (hands up, and you are screwed! :P).

well.. u count the correct number. 3 monkeys is symbolic to Mahatma Gandhi, who gave the concept. We added to it. Our concept still needs to be world acclaimed :)
